He does not care as long as he is collecting rent. The rent will increase every year. The dumpsters will over flow an smell because Carlos makes side deals and lets his friends use the dumpster. In winter if you have not shown the maintenance men interest, Carlos will push all snow infront of your car. Owner knows doesn't care. Its a FEMALES NIGHTMARE!!!! DO NOT RENT THERE EVER!!
