He was born and grew up in Atlantic City, New Jersey and graduated from Atlantic City High School. He then attended Bloomfield College in Bloomfield, New Jersey where he graduated Magna Cum Laude with a Bachelor of Arts Degree in Sociology. After graduation from college, Dr. Starr attended Temple University Dental School in Philadelphia, Pennsylvania. Upon graduation, he was inducted into the Omicron Kappa Upsilon Dental Honor Society.
