In our experience in working with this contractor, Jeff Waters Construction is not a good business to work with. We hired him ten months ago to complete renovations to or kitchen including structural changes, and two large bathrooms costing over 63k involving various trades; plumbing, electrical, tile, general construction, drywall, paint, trim, and laying flooring. He required that we pay in three installments and that the final installment would be due at completion. Our first warning that this GC will not provide a written contract when requested. Over time we learned that the owner refuses to provide an explanation of charges or an update to your quote as the job progresses, at least when it comes to changes in your favor, rendering you incapable of having discussions relating to your budget and costs of materials or labor over the course of months which obviously can change. He will not provide a timeline for extensive work to be completed. He does not manage his projects, rather he waits until a skilled trade is complete prior to scheduling the next which resulted in delays of a week between each trade or the businesses own laborers doing work at our house. He did not QC the work which resulted in rework multiple times which was likely at our own expense. He will allot specified amounts in your initial quote but will not remove them upon your request even if you the homeowner purchases the supplies or completes the work yourself (amounting to over 5k alone) He will also try every trick in the book to get you to pay for things out of pocket. When you start asking questions and for an explanation of charges, rather than providing them he will simply accuse you of not trusting him and at this point things got very difficult and he kept telling us he'd do things and not do them. Finally, after telling us he was going to get trim one day out of nowhere he sends us an email at 3am changing the terms of our verbal contract. At this point we had paid him 40k and it was his turn to finish the job as per our agreement, he bailed, leaving our home in a shambles with multiple instances of shoddy workmanship revealing itself and no recourse because he refuses to warranty his work. The contractor's main argument with proceeding with our job after he claims our funds ran out was that he would "have to use other people's money to fund our project". This contractor bailed on us and although we've made him aware of the extensive shoddy workmanship resulting in repairs and rework at our time and expense, he refuses reimbursement. Even an attempt at mediation through the BBB was unsuccessful as the contractor verbally agreed to an amicable resolution on the phone with everyone but after the call ended he delayed for several days and then made his own amended document with less than agreed upon terms requiring that my husband and I sign and agree to less than what is allotted by law. Clearly, the man is incapable of living up to his word and rarely followed through on agreed upon terms such as finishing our work or even the mediation agreement. If you work with this guy, make sure it's for a small job and that you have a signed and explicit contract, but that is just my opinion. He does not do anything he says he will do, he constantly bashes everyone and has no concern for you or your project or your life which is a big deal in large renovations. My husband and I do not recommend this contractor based on our direct experience and strongly recommend doing research regarding your rights as a consumer and the warning signs to look out for for bad contractors.
