Complaint: Contractor failed to install rebar in a concrete job in violation of the contract which resulted in cracking concrete on an approximately 1300 sq. ft.job. I met with with Luis Vergara, owner of the business to resolve the cracking problem with the concrete. I told him that it didn't appear, considering the amount of cracking, that there was any reinforcing bar or steel screen installed as per the contract. He said that there was rebar and screen and he would break out the worst section to show me but that I would have to pay him for the removal and to reinstall it if the rebar was present. He said that the cracks were only surface cracks and not covered by the two year warranty per the contract and that I had changed the contract from 5 ½ sacks of cement per yard to 6 sacks per yard before they poured. I reminded him that he was the one that recommended that to me for a stronger mix and paid him the difference and that the mix had nothing to do with the lack of rebar if that was the case. Finally he said that they never use both rebar and wire screen together on any jobs and that he used the screen even though it was more expensive.. I took that to mean that they hadn't installed the rebar per the contract and told him that he had my permission to remove the worst section as he had proposed earlier and that I would pay him to do that and to replace it if there was no rebar there.
