Me and my husband are Stephen & Beverly Graves, we closed on a 203k loan on 9/29/17. We had an approved consultant named Stephen DePaul and the contractor was ANPE aka Novack Visilic. From the first week every detail of each job was a HUGE problem for this contractor, we would ask the consultant if certain things were included that were in the Bid & the Spec in the narrative on “how the job is to be done & and he would say “the narrative doesn’t mean anything just the spec” which for example #1 scrape & paint ALL TRIM on the exterior including wood, masonry or metal. repair or replace any damaged wood or siding. #1 what the contractor actually did was repair one piece of wood on the second floor back of house, paint the window trim without opening any of the windows that have become sealed shut after 10 yrs of the home being uninhabited. We spent weeks insisting he needed to also do the front 2 doors and also the porch was supposed to be done which we brought up to the consultant it was not being done. We sent a list to the consultant regarding the need for clarification and the consultant agreed on certain things that should be included. The 1st draw was signed off on with much pressure and arguing after the contractor stopped work for more than 30 days now claiming he needed the draw money before he could do the other work which consisted of new furnace, plumbing and electrical upgrade.
