You should not have people with mental disorders such as depression, bipolar, and schizophrenia living on the top floors. Had that 28 yr old lived on the first floor he may be alive today! I understand its a fire hazard to have immobile people on the top floor but People who are known to be in the hospital for mental disorder and are on prescription meds should not be allowed to live up there! Just a suggestion as I hear people have jumped to their death before he did!
