Upgrade your billing system to modern technology, at least complying 2000's. Postcard is very poor because exposed to others rather than the resident. Use Post office service to send notification, instead walking to resident location and taped on building. No body has time to check their walls after a long working day, especially commercial build. When adding additional charge, write each charge clearly on the bill, instead off crossed out the old amount and write the new one. It is not trust worthy because it is a postcard, everyone has access to make that change. Do Midway City Residents have option to go to alternate water supplier? How do Midway City Resident file complaint when they are not happy with the services of the board? Why does combined bill for multiple addresses have only one vote? instead of a vote for every address? Since residents pay flat month rate, instead of by usage, why don't get refund for every minute that the water was not available? Thanks for your consideration.

Per the comment made by a customer: all owners of property have a vote for every property owned. All notices that are posted on buildings are sent via first class mail to the owner. All customers are invited to our yearly meeting for discussion and voting for the Members of the Board. There are no other water services in your district. Any additional charges over the usual are itemized and sent to the owner in an envelope with the notice. When the postcard is received, the owner should be well aware of the breakdown of charges. It is cost prohibitive to breakdown water costs by the minute when the flat fee is only $40 per month. Administratively, this sort of accounting will drive your water bill up.
