Cesar is a crook and does rushed, incomplete shoddy work. He has had numerous lawsuits filed against him (its public record) and will give you a sob story every time. He steals materials and lies to the consumer. It has been hell dealing with him and the incredible amount of errors that him and his associates have produced. Stay away from him and Arbor View LLC. HE BUILT A HOUSE THAT ALL OF THE SIDING FELL OFF OF! If I could turn back time I would have looked into the court records against this crook and went to a different builder. GET AN INSPECTION DONE at least even if you don't heed my warning. He is known around Danbury as a lazy builder that will cut every corner he can...and he will.
