(TOA) was formed in 1989 by Steve Tindale and Bill Oliver, both of whom had extensive experience in the public and private sector. Now a firm with more than 50 employees, the principals of TOA have invested more than 90 years of their professional careers working for local and state government agencies. This experience affords a real life understanding of the issues faced by government officials, related to transportation planning, innovative infrastructure financing alternatives, and implementing those alternatives.
