A Western ranch of 20 thousand acres with 160 fenced acres of base property, exclusive vested water rights, ranch is over 100 years old, Ranch house is present with two large ponds one of which is a small lake in the spring. Mountains are located on the ranch as are gold mining operations controlled by the Interior dept of the federal government although many are patented mines which are not. Locatable minerals are located in the east range that is partly on the ranch property. We have grazing rights that are pre-statutory from 1912. The federal government has no subject matter jurisdiction for the Herschell Ranch grazing fee lands. The Herschell Ranch has exclusive grazing rights as outlined in the NRS chapter 533. Subject matter jurisdiction for the Vested Water rights is the State of Nevada going back to the 1862 Homestead act. Water rights are fully vested and are the property of the Herschell Ranch. When fully Vested, the water rights are absolute and the state does not control those water rights.
