These goals clearly imply that inner-city residents don’t perceive education as valuable, they don’t have goal-oriented attitudes, and they are not contributing members of society. This implies a kind of social inertia. If we can achieve these goals, then we can raise up indigenous leaders who will then be in a position to transform their community. If we are to be successful in doing this we, then must now show them a better way. There is something we don’t like about the current state of affairs in the inner-city. In order for us to be effective, we must know what we are dealing with. After all, our government has financed billions of dollars in aiding urban residents become mainstream participants in society.
