NPS failed as a property manager and siding contractor. I could fill volumes with his failures and his abuse of power while employed at Fuller Farms Condo Association in Lowell MA. Mr. Dec resigned before facing consequences of trial. Mr. Dec was hired an entrusted to install vinyl siding for a 26 unit building. He failed as the siding was installed with absent care while the roof was past it's life expectancy and leaking. FFCA endured tremendous hardship due to stormwater infiltration from the roof and siding. Mr. Dec chose not to install flashing around all 100 windows. He chose not to fully wrap the building in tyvec. He chose not to panel and protect the exposed KD framing lumber behind 3 exterior stairs. It is exposed to moisture,wind driven rain, wildlife and wood destroying insects. Mr. Dec's apathy and negligence caused a lot of harm to FFCA. $115,000 is wasted as the siding needs to be removed and properly installed. $25,000 has been spent on interior repairs because Mr. Dec chose not to ignore the advise of knowledgeable owners.
