Dawn focuses her practice on municipal and bankruptcy matters with an emphasis on Open Public Records Act and Open Public Meetings Act (OPMA) matters. She served as the Deputy/Acting Executive Director of the New Jersey Government Records Council (GRC). While at the GRC Dawn developed and presented numerous educational programs on OPRA to audiences comprised of government and private attorneys, law enforcement officers, records custodians, municipal clerks, financial officers, department heads and governing bodies. Dawn has achieved statewide recognition as an OPRA expert through her presentation of 50+ OPRA seminars to professional organizations throughout the state. Attendants are impressed with her knowledge of the subject matter, her ability to present it humorously and in layman's terms. Her courses are approved by both New Jersey and Pennsylvania for both attorney and Local Government Services.
