Would like to know why a Southern Pipeline truck with no license plate on the back is filling up with water from a hydrant in our neighborhood several times per weekday. They were not very forthcoming with information. Today, one was lighting a cigarette when entering the truck and singing loudly when we are trying to work from home. This is a quiet neighborhood and these actions are disruptive.
