Providing Facilitator Services throughout Virginia through Medicaid and Medicare programs. DMAS Public Partnership CONSUMER DIRECTIVE SERVICES: ? Consumer-directed (CD) services means that the individual receiving companion, personal assistance, or respite services through an approved Medicaid waiver is the employer for the attendants. ? With the choice to be the employer, there come many important responsibilities, including hiring, training, supervising, and, if necessary, firing attendants who will be providing CD services. ? CD Services can be provided through four Medicaid waiver programs (EDCD, ID/MR, IFDDS, and HIV/AIDS) as well as the Children's Mental Health Program.
