Charter ruling A is: For the land to be free and open to the general
public. Land is considered public until the first private land claim.

Charter ruling B is: For private growth, use, development and
private ownership to be allowed. This charter ruling, along with
charter ruling A, is very universal and supersedes all national boundaries
