No, I would absolutely NOT recommend Chris Blackman and Blackman's Construction. I had him do some minor siding repair on my house and that went great. He was very efficient and did great work. Based on that, I hired him to build a simple 16x16 outbuilding. I signed that proposal in November 2011 and it's now 2/21/12 and he's only gotten as far as putting the shingles on. No siding, nothing - and I've had a trench in my yard from where the water and electrical lines were run for over a month. I haven't see Chris in 2 months. To make it worse, he's ducking my calls. The last time I actually heard from him was through email, on Friday 2/18/12, and he said he would be at my house later that day. Needless to say, I never saw him nor even got a call that he would not be able to come. You are FAR better off finding someone else to do your project. If you hire him, don't say you weren't warned.
