I own a foundation company that specializes in basement waterproofing and structural repairs. I have used Ray Hillis on multiple projects as a 3rd party engineer to certify my repairs. Ray has always been a pleasure to work with and his fees are far less than other engineers I have used in the past. Ray is always kind and very appreciative of the work I have given him over the years. Ray would often stop by at my job sites just to see how the project was going and NEVER sent me a bill for it. My company does major foundation repairs (replacement of failed walls, underpinning and peering) Mr. Hillis held many of my customers hands and assured them that everything would be fine. I wrote after seeing the trash that was written about this man. It looks like somebody had an axe to grind and used this website as a sounding board. I have been in this business for over 20 years. I wish I had 10 Ray Hillis's working for me and I hold an engineering degree as well.

Ray Hillis worked for a long time for his father and brother's geotech business: Hillis-Carnes. Ray was promoted from working in the asphalt lab to a manager of a Hillis-Carnes office in Charles County, MD in the early 2000s. But Ray was greedy so he found ways of pocketing some of the money paid for services. One way was signing off on 200 swimming pools constructed in Pennsylvania without Hillis-Carnes knowing anything about it, Ray Hillis was able to pocket all payments for certification letters for about $100,000. Ray accomplished this by by using Hillis-Carnes engineering stamps and computers. To do this Ray would sneak into the main office after everybody went home and get to work printing certifications and compaction test results. Ray then had the builders send him the payments, not Hillis-Carnes (after all, Ray's name is Ray Hillis) for the certifications. And Ray kept the money. which should have been paid to Hillis-Carnes, not Ray Hillis. But Ray has always been a little clumsy on the computer. He thought he could keep his swimming pool records in a hidden file he made on the company's computer and nobody would find it. Big mistake for Ray Hillis because one day the office found his hidden files! That was a very bad week for Ray. But his family did not fire Ray, instead Ray was allowed to continue working for Hillis-Carned as a geotech and at a geotech's rate of pay (about $12.00 per hour). Ray declined and left Hillis-Carnes.
