I believe that any well designed space needs to evoke emotions, create an experience and, if needed, solve a design problem. The designer's role is to take a client on a journey where the client is a part of the design process, yet letting the designer take him/her to places where the client would not otherwise dare to go. Together they are going to discover the desired vision. However, after all is set and done, it wouldn't be a successful journey if the outcome is not in budget and on time.
