I am a seasoned professional with over 28 years of experience in the civil engineering field to include project management, planning, programming, design, contract administration; construction engineering/inspection; quality auditing; and program and personnel management. I have developed and managed Architect-Engineer Consultant services contracts, Design-Bid-Build and IDIQ contracts; prepared construction field changes and supplemental agreements; and have monitored construction progress and contract compliance in the field to include work zone safety and environmental compliance. Additionally, I have extensive experience in the interpretation and application of Federal and State government regulations, codes, policies, and procedures related to infrastructure project development and execution. Furthermore, I have managed a Construction Engineering and Inspection Section for an Air Force installation and also managed operations and maintenance personnel in the field of military installation facility maintenance, repair, and minor construction. While on active duty with the Air Force, I was also hand-picked for various special assignments (spanning over 4 years) outside the engineering field due to my strong leadership and management skills.
