The current Sheriff and his deputies have been very lax in the following areas of services to Catron County; responding to calls, investigation of all types, training of personnel, report writing, drug prosecutions, domestic violence and public interaction. I plan to change this and bring the Sheriff's Department into the 21st Century with policies which compliment the wishes of the public.
The first item of business will be to select a citizens committee which will inform me of their desires for the needed changes and I will take appropriate action on the recommendations that are the greatest assets to the public. Many of the recommendations will require additional funds to put into place, therefore, will not be an immediate result.
In order to facilitate these types of changes, I will hire a business manager who will be responsible for scheduling, finding funds through grants and State agencies, public relations, court oversight and County updates on the affairs of the Department.
I think it is very important to make sure our children in our schools are protected and given the best possible atmosphere in which to learn. I will place a Deputy in each of Catron Counties schools. The deputy will operate from an office, provided by the school, and will perform his regular duties and calls from the school. He will return to the school after calls, prepare his reports and make regular reports to the Sheriff on a daily basis. This way, his presence at the school will be constant and reliable.
Another concern is with domestic violence. There is no female officers to help the battered and abused women to relate their fears and concerns. A male officer is perceived to be the enemy the moment they arrive, and a female officer can often be a calming agent to take the information needed to determine the next course of action.
Investigations of such things as murder, arson, and child molestation are woefully lacking in proper technique and preservation of evidence. This need is apparent in the number of cases in the County that are still on the books and have not been addressed for many years. The D.A. cannot prosecute without the evidence to back up the charges.
Finally, any member of the Sheriff's Department or their families that bring dishonor to the County or Department will not be with the Department for long. Right now, the Catron County Sheriff's Department is the laughing stock of the State of New Mexico, which will change also.
