THE CONTENT-CENTRIC SECURITY SOLUTION TO SECURITY VULNERABILITY The expenditure of billions of dollars on security has failed to correct a system that is inherently flawed and perpetuates the occurrence of serious breaches at all levels in both the public and private sectors. This was substantiated in 2009 when General Wesley Clark testified before Congress concerning Top Secret leaks from the Pentagon using LimeWire and in 2010 when the headline news trumpeted security breaches distributed globally by Wikileaks.
