History of the Times The South Knox ?? Seymour Times was started as a monthly shopper in tabloid format by publishers Sam and Kathy Hance for A.S.K. Companies in 1989. Under their direction, what was then known as the South Community Times grew in circulation and coverage area to serve Seymour and South Knoxville, as well as many outlying areas. In 2002, the Hances retained the services of John Philleo as production and design manager. Mr. Philleo brought extensive experience in the newspaper design field, and revamped the look and feel of the Times to better serve its readers and advertisers.
