Penn, DDS completed his undergraduate studies in biology at the University of California, San Diego and received his Dental degree from Loma Linda University in 1980. He practiced general dentistry in Solano County until 1997. He then attended Boston University's Goldman School of Dental Medicine where he was awarded a post graduate degree in Endodontics in 1999.
