We are the Northeast Iowa Center for Independent (NEICIL) located at 2800 Falls Ave. Waterloo, IA. The NEICIL is a non-residential, consumer-controlled, 501(c)(3) independent living center formed in 1995 by a grant from the Department of Education with the purpose of assisting disabled individuals achieve their maximum potential within their families and communities in the Iowa counties (but not limited to) of Black Hawk, Buchanan, Butler, Bremer, and Grundy.
