The IRC is a council of governments (COG) that provides composting of yard waste and is responsible for the oversight of recycling in the four mandated recycling municipalities in Blair County. This includes the City of Altoona, Logan Township, Holldaysburg Borough and Tyrone Borough but the COG also provides assistance to non-mandated muncipalities throughout the rest of the county. Beyond the drop-off of recycling and yard waste, its facilities in Duncansville (open only on Tuesdays from noon to 5 p.m.) and the Buckhorn also sell finished compost and mulch.
