I am a previous employee of a Contract Administrator for the Housing and Urban Development (HUD) and am currently a Compliance Director. I train many owners, staff, management agents, and even a few HUD personnel in the aspects of compliance, budget-based rent increases and renewals, and utility analysis. I recently generated budget-based documents for an owner and based on my analysis, the owner was approved for a 53% (February 2012) increase in HAP subsidy.
