Who We Are, Where We've Been Founded in 1992 by Roxann Latimer (daughter) and Doralee Latimer, (widow) of Russell Latimer, to honor the legacy of Russell Latimer with a gift of blankets and food to Mexicans suffering from flooding during the Tijuana Floods of 1992. After that initial donation, Roxann and Mrs. Latimer established community service programs that empowered and uplifted the community of San Diego. History is important.
