Upper Ohio River Water Trail - Pennsylvania Section The Ohio River Water Trail is a project of the Ohio River Trail Council. The water trail geographically extends from the Three Rivers Water Trail in Pittsburgh, PA to Newell, WV and East Liverpool, OH. The boundary of the 63-mile Ohio River Water Trail (ORWT) is from the beginning of the Ohio River at milepost 0.0 at the confluence of the Monongahela and Allegheny Rivers at Point State Park in Pittsburgh PA, downstream to Newell, WV at milepost 46.0. The ORWT will also include the following tributaries: 1) twelve-miles of the Little Beaver Creek to Beaver Creek State Park, 2) three-miles of the Beaver River to the Townsend (Fallston) Dam, and 3) two-miles of the Raccoon Creek including the Rocky Bottom Raccoon Creek Road launch.
