When the war ended on April 30, 1975, the American public ended the collective interest in the problem. In seeking to forget the war, they forgot the veteran as well. These words were part of a position paper issued by a new veterans organization - the Council of Vietnam Veterans. In response to a government and society unprepared to meet the needs of Vietnam Veterans, a group of veteran activists came to Washington, DC with a bold plan: to form a new veterans advocacy organization dedicated exclusively to the needs of Vietnam and Vietnam Era veterans. In 1979 the Council of Vietnam Veterans was reorganized into a membership based advocacy organization and renamed Vietnam Veterans of America (VVA) Chapters and state councils were formed and in 1983 VVA held its founding convention.
