UBHC objectives are to (1) Improve access to quality mental health care through assessment of community needs, (2) evaluation of mental health agencies delivery system, (3) conduct clininical research in mental health and substance abuse, (4) make analysis of public poilicy effecting delivery, (5) facilitate public educatonal intitiatives to increase access and attainment of services, and lastly (6) generate funding to ensure continuation of essential services in communities where mental health and substance abuse services are inadequate.
