Horizon Media, Inc. was founded as a corporation in 1994 with the purpose of creating educational materials using technology and multimedia. Its founder and president, Carlos Maldonado, working for many years for Apple Computer, in the education sector educational institutions giving talks on how intergrar technology to the educational process. His knowledge of graphic design and programming allowed him to create a CD-ROM of Puerto Rico called "Puerto Rico and its municipalities" containing hundreds of pages of information, pictures and statistics on Puerto Rico and all its municipalities. This CD-ROM was endorsed by the Department of Education and used in Electronic Libraries project as their first source of information for Puerto Rico.
